Health Insurance Counselling and Advocacy Program (HICAP) is a nonprofit organization. They provide free and unbiased information and counseling about Medicare to help people make informed decisions.
HICAP is a statewide network of nonprofit organizations. It is authorized by California state legislation through the Department of Aging to provide Medicare counseling.
HICAP is funded through the Older Californians Act from the Area Agency on Aging and State Health Insurance Assistance Program (SHIP) funding and from the Administration for Community Living (ACL).

Understand Medicare coverage
Compare Supplemental Insurance and Medicare Advantage Plan policies
Identify the most cost-effective Prescription Drug Plans that fit the person’s needs
Educate individuals on what help is available with paying for prescriptions
